Executive Summary 2008

Greetings!

2008 has been another wonderful year for Yayasan Cinta Anak Bangsa. Over the past year we have grown more in terms of facing and overcoming challenges and limitations at hand. Resources have been abundant yet scarce when we are faced with the reality of immense social problems in Indonesia.

With the three strategic pillars under YCAB – namely Healthy Lifestyle (drug prevention and education for in-school children), Rumah Belajar (the Learning House for school drop-outs and street children), and lastly Community Development – we have faith that our path towards a drug-free Indonesia has become more holistic and structured.

Contents

Drug prevention and education in schools

367,001 youth have been reached and trained as “change agents” through YADA Clubs. This program covered 1,394 schools in eight main cities in the Jabodetabek area, Bandung, Yogyakarta, Makassar and Manado.

In 2008, we have collected 14,196 emails and 134,266 mobile phone numbers of campaign participants in our database. The purpose of this is to do a random sampling and research on how far our program has influenced the youth belief system and decisions when faced with an offer to take drugs.

Rumah Belajar Cinta Anak Bangsa (the Learning House)

Our activities for RBCAB are basic education, skill advancement, and vocational training. During this year we have continued to touch the lives of underprivileged children in three different places Kebon Jeruk and Tegal Alur and Cikarang (West Java).

More than half of our students were street-kids who all dropped out of formal schools long before they should have. The rest are school drop-outs who stopped going to school due to economic reasons.

There are a total of 2,099 children studying in our learning houses in the year 2008.

All of the students studying for packet A and C have successfully passed the National Examination set by the Department of Education. One student did not pass the national exam at B level (equivalent to SMP) due to technical error in marking the answer sheet.

Moreover, we are very happy to release our graduates to the world when approximately 80% of our Packet C graduates managed to secure employment in various companies. Better news is that most of them make more than our regional minimum wage. Not only that, but there were some of our graduates who were able to continue into a higher education. Two students received full scholarships from Tokio Marine Indonesia Scholarship provided by PT. Asuransi Tokio Marine and the other from “Kasih Bangsa” School of Economics.

Community Development

The need assessment at the pre-project phase took longer than anticipated. The data collection and surveillance interviews needed more time to accomplish. Furthermore, the analysis of all data needed more time to be extracted from our Research Department. The complication arose due to the size and nature of the communities involved in the study. The community were from the incredibly destitute where the means and conditions of their living quarters were so improvised that tracking them was indeed a great deal of challenge.

However, what is promising is that in the midst of all that, we managed to secure cooperation with the International Labour Organisation (ILO) for the Conditional Cash Transfer (CCT) programs for the poorest of Jakarta. This program aims to reduce the number of street children in the Koja District, Tanjung Priok, North Jakarta and to help provide education for these underprivileged children at a junior high school level.

Domestic Roles

In almost every endeavor, YCAB has always involved the National Narcotic Board (BNN) as the government agency that deals with the issues of illegal drug abuse and trafficking in Indonesia.

Every year, YCAB celebrates the International Day against Drug Abuse and Illicit Trafficking, which falls on the 26th of June by having a street campaign called “Lights On.” BNN always gives their full support for this event which reaches hundreds of thousands of people. This year, BNN has also supported YCAB-Media Indonesia-UNODC journalists competition called “Life Award” that was held on the same day, which aims to honour journalists who gave special attention to issues regarding the primary drug prevention effort in Indonesia. On the same day, YCAB and BNN held a science competition with the anti drug theme in order to further encourage the junior high and high school students in the effort of drug prevention in youth.

To celebrate 80 years of Sumpah Pemuda, YCAB along with BNN held a ceremony which was attended by Presiden Susilo Bambang Yudhoyono himself. YCAB participated in the drafting and reading of an Anti Drug Declaration by 400 Jakarta school students. Furthermore, YCAB was also trusted by BNN to host the National Youth Congress which had 90 young people from 28 provinces during the month of December 2008.

International Roles

After receiving the Special Consultation Status from the ECOSOC (Economic and Social Council) in 2007, YCAB was given the opportunity to represent Indonesia NGO’s on an international scale.

In 2008 we became the Regional’s Lead Organization for the South East, East Asian, and Pacific Region’s at the Beyond 2008 Forum. The Beyond 2008 consultation process is a unique mechanism – it is the first time since the drafting of the three international drug conventions in 1961, 1971 and 1988, that civil society was invited to contribute to discussions seeking to enhance global understanding of the impact and future directions for their implementation at national levels. The roles and responsibilities for this consist of developing, managing and hosting the ‘Beyond 2008’ regional consultation. We made a joint presentation on the drug situation in each region to the NGO Forum during the CND meeting in Vienna 2008. We also attended a preliminary regional planning meeting on the margins of the 2007 CND. YCAB presented key findings from their regional consultation to the ‘Beyond 2008’ NGO Forum and also designated an NGO Committee Representative. This consisted of facilitating communication and management of the planning and delivery of the regional consultation as well as acting as a liaison between the regional consultation leads and the VNGOC Program Committee.

We were privileged to represent the civil society sector and participate as Republic of Indonesian Delegates in the “Open-Ended Intergovernmental Expert Working Group on Drug Demand Reduction” in Vienna, last September. For the coming year we are very proud to be representing the civil society sector and participate as Republic of Indonesian Delegates in the Fifty-second session of the Commission on Narcotic Drugs, in Vienna, from the 11th -20th of March 2009.

International Quality Standard of Management

To close off a fantastic year YCAB received ISO 9001:2000 certification. The due diligence process had started back in 2007, and only after a rigorous process were we finally bestowed this honor.

ISO certification for quality standard of operation and management practices is the first one ever given to a local, Indonesian based non-government organization. With this certificate, we hope to maintain our efficiency in our operation and systematic process in our management in order to accelerate the betterment of our society.
